The regulatory catalyst cannot be overstated. Prior to 2017, public music performances in Saudi Arabia were effectively prohibited. The General Entertainment Authority’s establishment and subsequent licensing framework created an entirely new market overnight. Between 2018 and 2026, the Authority issued over 12,000 entertainment licenses in the Riyadh region alone, enabling a commercial ecosystem that now generates an estimated $920 million in annual revenue across live events, recorded music, and adjacent services.
Soundstorm’s economic impact provides the clearest illustration of scale. The festival’s 2025 edition generated SAR 3.2 billion in direct and indirect economic activity, supported 18,000 temporary jobs, and attracted 145,000 international visitors to the Kingdom. The venue development pipeline addresses the infrastructure gap that constrained early growth. The Saudi Entertainment Ventures (SEVEN) company, a PIF subsidiary, is developing a network of entertainment destinations that include music-focused venues. The Riyadh Boulevard’s concert facilities, the Diriyah Amphitheatre, and the planned NEOM performance spaces collectively represent SAR 8 billion in music venue investment across the Kingdom, with Riyadh capturing the majority of capacity.
Artist economics in the Saudi market are compelling. Headliner fees for Riyadh engagements reportedly exceed comparable offers in Dubai, Singapore, and most European markets, reflecting both the Kingdom’s spending power and the novelty premium that performing in Saudi Arabia commands. Mid-tier international artists can expect guarantees 40 to 60 percent above their standard routing fees, making Riyadh one of the most lucrative stops on any global tour.
The emerging Saudi music industry presents a different but equally significant opportunity. Local artists benefit from a rapidly growing domestic audience, government support through the Music Commission, and increasing access to professional production and distribution infrastructure. The Saudi music streaming market is the fastest-growing in the MENA region, and domestic content consumption has risen from 15 percent to 38 percent of total streams since 2020, indicating a cultural shift toward homegrown talent.
